The Iloilo Provincial Government on Monday, Sept. 29, formally unveiled its official mascot, Toto Lilo, during the weekly flag-raising ceremony at the Capitol grounds.
Depicted as a cheerful Ilonggo boy, Toto Lilo embodies the province’s commitment to public service and cultural pride.
He wears a modern barong bearing the seal of the Iloilo Provincial Government and a carabao-head belt buckle, symbolizing industriousness and humility.
His woven bamboo hat, engraved with “MoRProGRes,” represents the province’s vision of becoming modern, resilient, progressive, and globally competitive.
Carrying a backpack filled with local produce, Toto Lilo also reflects Iloilo’s agricultural abundance and its “Fun, Foodie, Friendly” brand identity.
The mascot’s launch coincided with the rollout of the Government Employees Motivation and Service System, or GEMS, a program led by the Human Resource Development and Management Office to inspire excellence in public service.
Toto Lilo made his first public appearance during the 125th Philippine Civil Service Anniversary Fun Run held on Sept. 7.
