The Iloilo Provincial Capitol has earned a 100% five-star rating for its compliance with the Government Energy Management Program in line with Republic Act 11285, or the Energy Efficiency and Conservation Act.
The rating followed a random spot inspection conducted April 13 by the Department of Energy Visayas Field Office’s Energy Resource Development and Utilization Division led by Lourdes Arciaga.
The assessment was carried out under national directives, including Memorandum Circular 114 and Executive Order No. 110, which call on government agencies to strengthen fuel and energy efficiency measures.
DOE evaluators cited several compliance and sustainability measures adopted by the provincial government, including the creation of an Energy Efficiency and Conservation Desk, the designation of focal persons, regular driver training programs, and the adoption of a four-day workweek.
The province has also implemented carpooling policies, prioritized essential travel, and advanced renewable energy initiatives such as Phase II of its 100-kilowatt solar photovoltaic system.
Provincial efforts to institutionalize energy-saving measures were reinforced through Executive Order No. 34 issued by Gov. Arthur Defensor Jr., which sets internal fuel and energy conservation protocols.
Executive Order No. 34-A extends efficiency standards across the residential, commercial, industrial, and transport sectors.
The evaluation was facilitated by the Provincial Government Environment and Natural Resources Office with support from Capitol offices involved in fuel monitoring and the implementation of conservation protocols.
The Government Energy Management Program is part of the state’s broader push to reduce energy use in public offices and promote long-term conservation practices across government operations.
