The Iloilo provincial government will implement a compressed four-day workweek starting March 23 as part of intensified energy and fuel conservation efforts under Executive Order No. 034, series of 2026, signed by Gov. Arthur Defensor Jr.
The directive was issued in line with Memorandum Circular No. 114, signed by President Ferdinand R. Marcos Jr. on March 6, 2026, which ordered government agencies and instrumentalities to adopt stricter energy conservation protocols and flexible work arrangements amid rising fuel costs.
“Considering the potential continuous increase in fuel prices and its consequential impact on the economy, industries and the general public, there is a need to strengthen the implementation of energy conservation, efficiency and austerity measures to mitigate its adverse effects on public resources and the welfare of the people,” Defensor said.
Under the policy, covered provincial government offices will operate from 7 a.m. to 6 p.m. from Monday to Thursday, with a one-hour lunch break, while Friday will be a nonworking day.
Several critical offices are exempted from the four-day workweek, including the Office of the Governor, the Provincial Agriculturist, the Provincial Engineer, hospital management units, disaster risk reduction offices, social welfare offices, information and communications technology management and general services, to ensure uninterrupted delivery of essential services.
The order also imposes tighter controls on government travel by limiting trips to essential and necessary functions.
Virtual meetings will be prioritized for interagency coordination and similar activities unless physical presence is required by law or operational necessity.
“The province shall treat the current crisis in the power and fuel industry as a matter of national emergency, as they compromise the welfare of the people as well as the development of the country,” Defensor said.
Defensor also directed energy efficiency and conservation officers, local government focal persons and Capitol complex coordinators to convene and accelerate the implementation of the Government Energy Efficiency and Conservation Program.
The order further underscores the need to fast-track renewable energy initiatives to help the province withstand continuing energy and economic pressures.
