Local governments across Iloilo province have been ordered to activate and maintain Hazardous Heat Index evacuation centers as temperatures this week are projected to reach up to 43 degrees Celsius.
The Philippine Atmospheric, Geophysical and Astronomical Services Administration forecast heat index levels in the province may peak at 41 to 43 degrees Celsius this week.
A reading of 42 degrees Celsius and above falls under the “danger” category, increasing the likelihood of heat exhaustion and heat stroke.
The heat index measures how hot it feels to the human body when air temperature and humidity are combined.
Gov. Arthur R. Defensor Jr. issued Executive Order No. 46, Series of 2026, on April 10, reiterating earlier protocols under EO No. 20 to address the worsening impact of extreme heat conditions observed since March.
Under the order, HHI evacuation centers must remain fully operational in cities, municipalities, and barangays.
The facilities are intended to provide temporary shelter for vulnerable groups, including senior citizens, children, outdoor workers, and individuals with preexisting health conditions.
The centers are required to be air-conditioned and equipped with medical and public assistance stations to ensure immediate response to heat-related emergencies.
The provincial government earlier supported local government units in converting existing structures into evacuation centers as part of disaster preparedness measures.
The directive also aligns with Memorandum Circular No. 114 from the Office of the President, which mandates energy conservation across government agencies.
However, HHI evacuation centers are exempt from the energy-saving directive to ensure uninterrupted delivery of essential services.
The order took effect immediately upon signing.
Residents are advised to avoid outdoor activities from 9 a.m. to 4 p.m., stay hydrated, and wear light clothing to minimize heat exposure.
