The Iloilo City Police Office (ICPO) said it will strictly enforce the 10-day gun ban for Dinagyang Festival 2026.
Col. Roland Bulalacao, ICPO officer in charge and concurrent Police Regional Office 6 deputy regional director for operations, said on Monday, Jan. 12, that the move is part of the police commitment to public safety and a peaceful and solemn celebration.
The gun ban will be in effect from 12:01 a.m. on Thursday, Jan. 15, to 11:59 p.m. on Jan. 25, 2026, during which the permit to carry firearms outside of residence is temporarily suspended.
Only uniformed personnel from the Philippine National Police, Armed Forces of the Philippines, and other authorized law enforcement agencies, such as the Philippine Coast Guard and Philippine Drug Enforcement Agency, performing official duties are allowed to carry firearms.
Personnel in civilian attire must have proper written orders, the ICPO said.
Bulalacao said the gun ban is intended to ensure everyone can safely enjoy the festivities without fear or inconvenience.
“This gun ban is not meant to disrupt the celebration but to protect lives. We want everyone to enjoy Dinagyang without hassle, without fear, and without incident. Strict enforcement will be observed for the safety of all,” he added.
The ICPO urged the public, especially licensed firearm holders, to comply with the policy to avoid inconvenience or legal consequences during the festival period.
Violating the gun ban carries legal consequences under Republic Act No. 10591, or the Comprehensive Firearms and Ammunition Regulation Act, and local security directives, the ICPO said.
The ICPO cited Section 31 of Republic Act No. 10591 (Comprehensive Firearms and Ammunition Regulation Act), which punishes carrying a registered firearm without legal authority outside the residence with a penalty prision correccional (6 months and 1 day to 6 years) and a fine of about PHP 10,000.
Section 28(b) of the same law punishes the illegal possession of an unlicensed small firearm with a penalty of prision mayor in its medium period (8 years and 1 day to 10 years).
Authorities also banned other items in judging areas, including knives, sharp objects, unauthorized drones, and firecrackers.
Dinagyang, one of the country’s biggest religious and cultural festivals, draws large crowds to Iloilo City for street dancing and events honoring the Santo Niño.
The ICPO said the security measures aim to keep the celebration safe, orderly, and joyful for Ilonggos and visitors.
The ICPO said it remains committed to ensuring a secure and successful Dinagyang celebration.
