Ibay Named New PRO-NIR Officer-In-Charge

BACOLOD CITY – The Philippine National Police has appointed Police Brig. Gen. Arnold Thomas Ibay as officer-in-charge of Police Regional Office–Negros Island Region effective April 10.
Daily Guardian obtained a copy of the order dated April 8, 2025, on Wednesday, April 9.
Ibay is a graduate of Philippine National Police Academy Class of 1996.
He previously served as deputy regional director for operations at PRO-6 in Iloilo City.
Before his new assignment, Ibay was the regional director of the Manila Police District under the National Capital Region Police Office.
Police Brig. Gen. Benigno Guzman replaced Ibay as MPD regional director.
The PRO-NIR was reactivated on March 27, with Police Brig. Gen. Jack Wanky, regional director of PRO-6, named temporary officer-in-charge in a concurrent capacity.
Wanky conducted command visits earlier this week to the Negros Oriental Police Provincial Office and Siquijor Police Provincial Office.
The temporary headquarters of PRO-NIR is located at the Negros Occidental Police Provincial Office in Barangay Estefania.
