The Global Wind Energy Council (GWEC) has lauded the Philippines’ fourth Green Energy Auction (GEA-4) for awarding more than 2.2 gigawatts (GW) of onshore wind projects, calling it a sign of the sector’s growing maturity.
“With onshore wind now firmly part of the mix, this auction marks a major step forward in diversifying and scaling the country’s clean energy supply,” said Ann Margret Francisco, GWEC’s Country Manager for the Philippines.
“It underscores the Philippines’ strong momentum toward a sustainable and resilient energy future,” she added.
Held on September 2, GEA-4 secured over 9.4 GW in total renewable energy capacity, with delivery targeted between 2026 and 2029, according to the Department of Energy (DOE).
In addition to onshore wind, the auction awarded projects across ground-mounted, rooftop, and floating solar, as well as Integrated Renewable Energy & Storage Systems (IRESS).
The 2.2 GW of wind capacity was distributed across 11 developers, including Envision Energy Philippines Corporation, Econergy Renewable Power Philippines Inc., and Quezon Wind Energy Corp.
Other winning bidders included Atimonan Windkraft Corporation, Ilosong Wind Corp., San Nicolas Wind Corp., Caraga Wind Energy Corporation, Laguna Wind Energy Corp., CleanTech Global Renewables Inc., Wind Renewable Energy Corporation, and MC Project Solutions Inc.
All awards remain subject to post-auction requirements such as submission of performance bonds and completion of system impact studies before final confirmation.
While onshore wind was previously included in GEA-1 (374 MW in 2022) and GEA-2 (1,462 MW in 2023), it was absent from GEA-3, which focused on hydro and geothermal technologies.
GEA-4 marked the return of onshore wind to the program at its highest awarded capacity to date.
GWEC also expressed optimism for GEA-5, which is expected to include bidding for fixed-bottom offshore wind projects for the first time.
The Council is set to host the APAC Wind Energy Summit from September 16–18, 2025, at the Melbourne Convention & Exhibition Centre in Australia.
The GWEC Philippines team, along with senior officials from the Department of Energy, the Energy Regulatory Commission (ERC), and the Philippine Board of Investments (BOI), will present strategies to advance wind development across the Asia-Pacific.
