The Government Service Insurance System (GSIS) has partnered with Dragonpay to expand digital payment options for millions of members and pensioners, further accelerating its push toward convenient, secure, and modernized government transactions.
The agreement was formalized in a Memorandum of Agreement (MOA) signed on July 16, enabling GSIS loan repayments to be processed through Dragonpay’s electronic payment channels.
“What we have just signed is proof of GSIS’s commitment to provide ease of doing business for our members and pensioners,” said GSIS President and General Manager Wick Veloso.
“Ito ang totoong pangarap na kailangan nating maipadama sa kanila, bahagi ng ginhawa na ipinangako natin.”
With the addition of Dragonpay, GSIS’s growing network of payment partners now includes Bayad Center, MLhuillier, Maya, UnionBank of the Philippines, and Land Bank of the Philippines.
Members and pensioners will be able to access these payment services via the GSIS Touch mobile app and designated GSIS information booths.
“This marks a shared commitment between GSIS and Dragonpay to make government transactions more accessible, more convenient, and more responsive to the evolving needs of every Filipino,” said Dragonpay Founder and Chief Executive Officer Robertson Chiang.
Under the partnership, GSIS and Dragonpay will integrate their systems, establish clear reporting protocols, and conduct regular testing to ensure secure and transparent operations.
Dragonpay will be responsible for submitting daily transaction reports, which GSIS will cross-verify with settlement data to uphold accuracy and accountability.
The agencies also pledged full compliance with the Data Privacy Act of 2012, along with regulations from the Bangko Sentral ng Pilipinas and the Commission on Audit.
All transactions will adhere to stringent data protection measures to safeguard users’ personal and financial information.
Any applicable convenience fees will be shouldered by the payor, based strictly on the agreed terms and disclosed clearly at the point of payment.
“At GSIS, we are always finding new ways to use technology to serve our members better,” Veloso added.
“This partnership with Dragonpay is another milestone toward faster, more convenient, and more secure service for everyone we serve.”
The initiative forms part of GSIS’s broader digital transformation roadmap, which aims to bring Ginhawa—the agency’s brand of responsive, member-focused service—closer to Filipinos wherever they are.
