Projects endorsed under the government’s Green Lane Initiative are beginning to move from approvals to on-the-ground execution, with the Department of Trade and Industry and the Board of Investments saying the pipeline now covers 244 certified projects worth PHP 6.43 trillion as of March 2026.
The projects are concentrated in renewable energy, public-private partnership infrastructure, water, digital infrastructure and food security.
Most of those projects are still in pre-development, reflecting the long lead times and technical complexity that often come with major investments requiring multiple permits and coordination across agencies.
BOI data show 171 projects worth PHP 5.79 trillion remain in pre-development.
At the same time, more projects are entering the build-out phase of the pipeline.
The BOI said 46 projects worth PHP 359.64 billion are now under construction.
Another eight projects worth PHP 6.99 billion have reached the pre-operation stage.
A further 19 projects valued at PHP 266.85 billion are already operational, particularly in renewable energy, digital infrastructure and food security.
Trade Secretary and BOI Chair Cristina Roque said the pace of implementation matters, especially for energy-related investments that could help ease supply constraints.
“Many of the projects under the Green Lane are in renewable energy and related infrastructure. Accelerating their implementation is important to help address energy supply requirements, stabilize costs, and support continued economic activity. This is why streamlining permitting and improving coordination across agencies remains a priority,” Secretary Roque said.
The DTI and BOI said the movement of projects into construction and operation suggests that earlier investment commitments are starting to translate into actual economic activity.
That shift, the agencies said, can support employment generation and expand access to essential services as projects move from paper to implementation.
The Green Lane Initiative was institutionalized through Executive Order No. 18, signed on Feb. 23, 2023, to speed up permits and licenses for strategic investments through closer coordination among national government agencies, local government units and other government bodies involved in approvals.
Under the order, agencies are directed to establish or designate green lanes and act on applications within the processing times set in their citizens’ charters, a measure aimed at reducing red tape and making regulatory timelines more predictable for investors.
For the government, that predictability is especially important in sectors such as power, water and transport, where delayed projects can worsen supply bottlenecks and raise costs for households and businesses.
The BOI cited the 100-megawatt Pasuquin Solar Power Project of Nanchao Renewable Energy Corp. as one example of faster regulatory action under the mechanism.
According to the BOI, the project received a crucial decision from the Energy Regulatory Commission in four months, compared with the usual nine-month processing time, or less than half the normal duration.
The latest figures indicate that while the bulk of Green Lane-certified investments are still working through early-stage development, a growing share is already moving into construction, pre-operation and commercial activity.
The DTI and BOI said they expect the initiative to continue supporting the timely rollout of investments in key sectors.
They said that, if sustained, the pipeline could contribute to job creation, improved infrastructure, a more reliable energy supply and wider access to essential services for communities across the country.
