Grave misconduct charge filed anew vs capitol execs

BACOLOD City – The Negros Occidental Provincial Legal Office (PLO) charged anew a division head of the Provincial Agriculturist Office for grave misconduct for alleged anomalous procurement of grain dryers.
PLO head, Atty. Alberto Nellas, told reporters Tuesday that a 60-day preventive suspension was imposed Monday last week on OPA division head Engr. IV Jimbo Garsula and Engr. Herman Adihay.
Nellas said this is an additional case against Garsula who was earlier charged with the same offense over the reported misuse of a provincial government vehicle.
The latest charge is an offshoot of the alleged procurement of grain dryers dated 2017 but still has delivery this year.
He added that equipment worth millions was found to be below specifications.
Adejay was the one who reportedly received the delivery.
Nellas pointed out that the grain dryers supposedly procured in 2017 but still have certain parts subject for delivery this year is “anomalous.”
He claimed that while the delivered equipment is below specification, payment for the same was still processed.
He said the preventive suspension against the two capitol employees is in adherence to the Civil Service Law as well as to ensure the protection of the witnesses and non-tampering of the evidence.
