Step 2 Registration of the Philippine Identification System (PhilSys) has started in Iloilo and Negros Occidental through gradual and small-scale basis last February 2, 2021.
These two provinces are among the six selected provinces for the ramp up of Step 2 Registration in Visayas.
As of February 7, PSA recorded a total of 1,572 Step 2 registrations from the two provinces.

Step 2 is the validation of documents and capture of biometric information of the registrants such as front-facing photograph, fingerprint and iris scan at designated registration centers.
In Iloilo, the first registration center to operate is the Iloilo Midtown Hotel Annex Building
in Iloilo City while the Negros Occidental operations are in the social hall in municipality of Valladolid and municipal hall in municipality of San Enrique.
With adherence to strict health protocols, such as social distancing and wearing of face masks and face shields, PSA Iloilo and Negros Occidental successfully catered to Step 2 registrants at the registration centers.

Step 2 registrants with their valid supporting documents and appointment slips must comply with these health measures in their designated registration center on their scheduled appointment to advance for the next step of registration.
The PSA has also partnered with the Land Bank of the Philippines (LANDBANK) which enabled registrants to open their own transactional bank accounts after completing the Step 2 Registration.
This co-location strategy of opening bank accounts is necessary to achieve the goal of PhilSys which is to ensure financial inclusion of all Filipinos.
With the PhilID, registrants will avail the benefits of banking and other financial services and will make them less vulnerable to informal and other predatory lending practices.
Following the start of the Step 2 Registration in Iloilo and Negros Occidental, additional registration centers will also be opened in the two provinces, and later in the provinces of Antique and Capiz in the succeeding weeks.
Meanwhile, the Step 1 Registration or the house-to-house collection of demographic information and scheduling of appointments at registration centers has also started in Aklan and Guimaras last 18 January 2021.
The Step 2 Registration will then be followed by the Step 3 Registration which is the issuance of PhilSys Number (PSN) and the PhilID. The PSN is a randomly generated 12-digit number which will serve as a permanent identification number for every registrant and will be used for digital transactions. Registrants have options to claim their PhilID whether in the registration center or in their respective permanent address.
