BACOLOD CITY — Negros Occidental Governor Eugenio Jose Lacson welcomed delegates and partners during the opening of Handa Pilipinas sa Bagong Pilipinas: Innovations in Climate and Disaster Resilience National Exposition 2025 – Visayas Leg, held in partnership with the Department of Science and Technology.
In his keynote message, Lacson emphasized the importance of collective action, scientific innovation, and shared responsibility in strengthening the country’s resilience against natural and human-induced disasters.
“This gathering stands as an important platform for exchange, collaboration, and innovation — bringing us together under a shared commitment to protect lives, livelihoods, and the environment,” Lacson said.
The governor recalled how Negros Occidental has faced major calamities in recent years, including floods, the eruption of Mt. Kanlaon, and recent earthquakes.
These, he said, have tested the province’s preparedness and solidarity, reminding everyone that “resilience is not an option; it is a compelling duty we must continue to build upon every day.”
Lacson highlighted the province’s ongoing efforts to strengthen disaster risk reduction and management systems.
Among these are the establishment of the Digitized Emergency Management System, 24-hour 911 emergency hotline, and One Hospital Command to ensure fast and coordinated emergency response.
The province has also invested in UAV drones for risk assessment, barangay-level early warning networks, and community-based disaster preparedness training, ensuring even the remotest areas are covered.
Information officers from all local government units were also trained to enhance public information and crisis communication, guaranteeing timely and accurate updates during emergencies.
Acknowledging that recovery must accompany preparedness, Lacson said Negros Occidental continues to improve its Recovery and Reconstruction Plans to help communities rebuild stronger after disasters.
The governor also expressed gratitude to the Department of Science and Technology for its continued partnership and support, particularly for providing intensity meters that enhance the province’s capacity to monitor seismic activity and make informed, data-driven decisions to safeguard communities.
Lacson lauded this year’s theme, “Padayon Visayas: Science, Technology, and Innovation for a Resilient, Unified, and Sustainable Visayas,” saying it captures the essence of the region’s shared pursuit for sustainability and unity.
“Science, technology, and innovation are not merely tools, but vital strategies toward resilience and sustainability,” he said.
“By harnessing data-driven insights and fostering collaboration rooted in local wisdom, we can anticipate, adapt, and emerge stronger together as one Visayas,” Lacson added.
The governor also called for shared responsibility across all sectors, reminding Filipinos that resilience begins in every household and community.
“Preparedness is not merely an act of defense — it is an expression of true public service and genuine empathy,” Lacson said.
“Let us continue to share our best practices, learn from one another, and strengthen partnerships that empower communities and protect future generations,” he added.
The Handa Pilipinas sa Bagong Pilipinas exposition serves as a national platform for showcasing innovations and best practices in disaster preparedness and climate resilience, gathering experts, local leaders, and stakeholders from across the Visayas region.
