Fulbright Philippines and the Legal Education Board (LEB) have signed a partnership to provide U.S.-based scholarship and training opportunities for Filipino legal educators, marking a major step toward modernizing the country’s legal education system.
In a ceremony held on May 14 at the U.S. Chief of Mission Residence in Makati City, Fulbright Philippines Chairperson Jessica L. Simon and LEB Chairperson Jason R. Barlis formalized the collaboration through a Memorandum of Understanding (MOU).
The agreement enables both organizations to co-develop academic exchange programs, fund legal research, and provide scholarships for graduate studies in top law schools across the United States.
“The MOU between PAEF and LEB represents the convergence of interest of both parties in improving legal education and legal scholarship through educational exchange,” said Julio Amador III, Executive Director of the Philippine-American Educational Foundation (PAEF), which administers the Fulbright program in the Philippines.
He emphasized that the U.S. remains a favored destination for Filipino lawyers pursuing advanced legal studies, adding, “Future grants that will be established will support Filipinos to take their LLMs at prestigious law schools in the United States or support research that will contribute to further developments in Filipino legal scholarship.”
The agreement outlines plans to train law professors, lecturers, and administrators in digital teaching methods and cross-border legal issues to ensure that legal education in the Philippines remains globally relevant.
“This memorandum is more than a formal agreement—it is a bridge between local potential and global opportunity,” said LEB Chairperson Barlis.
“In partnership with PAEF, we are opening doors for legal educators and their institutions to pursue innovation, build global linkages, and share knowledge across borders,” he added.
The MOU establishes a framework to develop a dedicated Fulbright program for the legal education sector, with a future Memorandum of Agreement set to define program specifics, expected outcomes, timelines, and funding.
Long term, the partnership aims to equip Filipino legal educators with international experience and academic credentials that will allow them to strengthen the country’s legal institutions and improve access to justice.
The initiative also aligns with broader goals of human resource development and global competitiveness in legal education, ensuring that future lawyers are prepared for both local and international challenges.
Fulbright Philippines, established in 1948, is one of the oldest and most prestigious scholarship programs in the country and has supported over 3,000 Filipinos in pursuing advanced studies abroad.
LEB, the government agency responsible for supervising legal education in the Philippines, has prioritized the professionalization of legal academia and modernization of law curricula to keep pace with 21st-century legal practice.
