Five PRO-NIR cops promoted

BACOLOD CITY – Five police commissioned officers of the Police Regional Office–Negros Island Region (PRO-NIR) were promoted to the next rank.
The personnel promoted to police lieutenant colonel from police major were Jethro Mipaña, assistant chief of the Regional Comptrollership Division; Nelson Amsiwen Jr., acting chief of the Provincial Plans and Programs Unit of the Negros Occidental Police Provincial Office; Ralph Lauren Morelos, chief of the Regional Tactical Operations Center; Romar Pacis, assistant chief of Regional Planning; and Joel Senogat Jr., assistant chief of the Regional Personnel and Records Management Division.
Police Brigadier General Arnold Thomas Ibay, PRO-NIR director, led the oathtaking and donning of ranks at Kanlaon Hall inside Camp Alfredo M. Montelibano Sr. in Barangay Estefania here on Monday in the presence of colleagues and family members, marking a significant milestone in their professional careers.
Ibay congratulated the five newly promoted personnel, stressing that their promotion signifies not just a change in rank but an elevated role as leaders who must be wiser and more responsible in service.
He reminded them that while the rank brings privileges, it also carries greater responsibilities that will test their integrity, professionalism, and commitment.
He expressed confidence that they will meet higher expectations by upholding the goals and core values of the Philippine National Police.
He also encouraged them to honor their families, mentors, and supporters who stood by them in their journey.
