The upland town of Alimodian received the highest flood control funding in Iloilo province—over PHP 637 million for just seven projects since 2022—despite having fewer projects than other municipalities.
Data from the “Sumbong sa Pangulo” portal showed that Alimodian’s total allocation surpassed towns with more flood control projects.
Barotac Viejo ranked second with PHP 610.23 million for nine projects, while Guimbal placed third with PHP 534.44 million for 22 projects.
Despite having less than a third of Guimbal’s total number of projects, Alimodian’s funding still came out on top.
Other towns with sizable allocations include Ajuy with PHP 503.28 million for nine projects, Pototan with PHP 460.67 million also for nine, and Miagao with PHP 324.99 million for eight.
All seven projects in Alimodian involve constructing flood control structures along the Jaro-Aganan River, covering Barangays Balabago, Poblacion, Bagumbayan, and Mambawi.
Unlike other towns with multiple smaller flood control initiatives, Alimodian’s projects are larger in scale, ranging from PHP 66 million to nearly PHP 98 million each.
In Balabago, a PHP 97.5 million project by IBC International Builders Corporation was completed in December 2024.
In Poblacion, two projects were implemented by A.D. Pendon Construction & Supply Inc.—a PHP 96.4 million project completed in December 2022 and an PHP 86.8 million project completed in September 2024.
In Bagumbayan, two projects were also completed in 2024: one worth PHP 96.4 million by A.D. Pendon and another worth PHP 66.6 million by Woodland Construction & Supply Inc., completed in March and September 2025, respectively.
In Mambawi, a PHP 96.4 million project by Supreme ABF Construction & Supply Co. Inc. was completed in March 2023.
A.D. Pendon Construction & Supply Inc., an Iloilo-based firm, cornered four of the seven projects in Alimodian, totaling nearly PHP 376 million, or about 60 percent of the total allocation.
The head of the Department of Public Works and Highways (DPWH) Iloilo 4th District Engineering Office, in an interview with Bombo Radyo Iloilo earlier this September, denied any irregularities in project implementation.
He noted that none of the contractors working under the district office are among the 15 firms flagged by President Ferdinand Marcos Jr. for questionable transactions.
So far this year, two projects have been completed under the district office:
- PHP 29 million slope protection and sabo dam at the Sibalom River Irrigation System in Leon by G. Uy Construction, completed on Sept. 4, 2025
- PHP 29.2 million Aganan flood control structure in Barangay Talongadian, Santa Barbara by JEG Construction Firm Corp., also completed on Sept. 4, 2025
Seven major projects are ongoing in Alimodian, Santa Barbara, San Miguel, and Leon, including:
- Aganan flood control structure in Barangay Cagay, Alimodian (1 Beatus Builders Corp.)
- Aganan flood control structure in Barangay Bagumbayan, Alimodian (Noe’s Builders/Po Suplico Construction Corp.)
- Aganan flood control structure in Barangay Poblacion, Alimodian (Woodland Construction & Supply Inc.)
- Aganan flood control structure in Barangay 6, San Miguel (JEG Construction Firm Corp.)
- Tigum flood control structure in Barangays Agutayan and VI, Santa Barbara (MRZA Construction Corp.)
- Aganan flood control structure in Barangay Section 6, Alimodian (Woodland Construction & Supply Inc.)
- Sibalom flood control structure in Barangay Nabangi, Leon (JEG Construction Firm Corp.)
DPWH Iloilo 4th District Engineer Nery Soriano said the district office has a PHP 414.7 million budget for nine flood control projects in 2025.
Soriano earlier submitted his courtesy resignation to the DPWH central office in support of the administration’s internal “clean sweep” aimed at rooting out corruption in the agency, especially involving “ghost” or anomalous projects.
