Police identified the victims as former punong barangay Isidro Jeroso Sr., 59, and barangay tanod Mario Marzan, 44, both of Mangoso village.
Lt. Rey Jason Gimeno, Sigma PNP chief, said the two were drunk when the incident happened.
The suspects were Crizaldo Belarmino, 50, a furniture maker; his son Christian Belarmino, 19; and Antonio Villan Jr., also of Mangoso.
