ERC updates power plant reliability rules to boost grid stability

The Energy Regulatory Commission (ERC) has approved new reliability standards for power generation facilities, a move aimed at reducing unplanned outages, strengthening grid stability, and improving the reliability of electricity supply for consumers across the Philippines.

Under Resolution No. 23, Series of 2026, the ERC adopted the Revised Rules on the Reliability Performance Indices and Equivalent Unplanned Outage Days Per Year for Generating Units. The updated regulations introduce revised reliability benchmarks for power plants, tighten outage monitoring requirements, and encourage better maintenance planning to support a more secure and dependable power system nationwide.

The revised rules update reliability benchmarks using actual operating and outage data collected from 2015 to 2024. They also align planned outage schedules with Department of Energy (DOE) policies, clarify reporting and documentation requirements for both planned and unplanned outages, establish technology-specific allowable equivalent unplanned outage days, require generation companies to submit planned maintenance schedules and post-maintenance completion reports, and strengthen accountability through compliance plans and administrative sanctions for persistent non-compliance.

ERC Chairperson and Chief Executive Officer Atty. Francis Saturnino C. Juan said the revised framework shifts regulatory focus toward preventing avoidable outages instead of responding after service disruptions have already occurred.

“Reliable power plants are essential to reliable electricity service. These revised rules encourage generation companies to strengthen preventive maintenance, improve operational performance, and minimize unplanned outages that can contribute to supply shortages and higher electricity costs. Ultimately, this means a more dependable power system that better serves Filipino consumers,” Chairperson Juan said.

The ERC said the revised rules also enhance transparency by requiring consistent reporting of power plant performance and allowing the commission to publish annual reliability data by generation technology. According to the regulator, the information will help regulators, system operators, investors, and electricity consumers better monitor plant performance while supporting long-term electricity planning.

The commission said promoting timely maintenance, improving operational discipline, and reducing unexpected power plant outages will strengthen overall grid reliability, support a more stable electricity market, and enhance the country’s energy security. It added that consumers stand to benefit from a more dependable electricity supply, fewer disruptions during periods of high demand, and a more resilient power system capable of supporting long-term economic growth.

The revised rules come as Philippine energy regulators continue to tighten oversight of generation facilities amid recurring supply constraints and grid alerts in recent years, particularly during periods of peak electricity demand. Unplanned outages at major power plants have contributed to reduced reserve margins and have, at times, prompted yellow and red alerts in the country’s main power grids, underscoring the importance of preventive maintenance and reliable plant operations.

Resolution No. 23, Series of 2026, was approved and published in July 2026 following a rule-making process that included public consultations with stakeholders in Luzon, Visayas, and Mindanao before the final adoption of the revised reliability standards.
