DTI backs OpenText expansion, eyes more tech jobs and digital investments

Vancouver, Canada—The Department of Trade and Industry (DTI) has expressed support for Canadian enterprise software company OpenText’s expansion in the Philippines, expected to boost investments in cloud computing, artificial intelligence (AI), cybersecurity, and other advanced digital technologies while creating more high-value jobs for Filipinos.
DTI Secretary Cristina A. Roque and Department of Finance Secretary Frederick D. Go met with OpenText executives in Canada to discuss the company’s investment opportunities and ways to deepen its presence in the country.
Discussions included a proposed $8 million to $10 million cloud transformation project with BDO Bank over the next five years. OpenText also expressed interest in supporting the Philippine government’s digital transformation efforts through AI-enabled citizen services, cybersecurity, secure cloud infrastructure, digital records modernization, and digital forensics.
During the meeting, the Philippine delegation reaffirmed the government’s commitment to supporting OpenText’s long-term growth through the DTI, particularly the Board of Investments, in coordination with the Philippine Trade and Investment Center offices in Toronto and London.
Secretary Roque said OpenText’s investment demonstrates the country’s growing appeal as a prime destination for high-value technology investments in the region.
“OpenText’s plans align with our national agenda to build a robust, secure digital economy. From AI-driven public services to critical banking infrastructure, this expansion shows how we work closely with global tech leaders. Under the leadership of President Marcos Jr., the Philippines is driving a highly competitive, pro-foreign trade environment,” Secretary Roque said.
“Through the very attractive incentives scheme under the CREATE MORE Act, paired with the structural advantages of our economic zones and a highly capable, dynamic population, we are fully prepared to facilitate the growth of these high-impact investments. Our streamlined green lanes ensure rapid innovation that will directly uplift both our industries and our people,” she added.
The Cabinet officials also highlighted the CREATE MORE Act and the Green Lane for Strategic Investments, which provide a more competitive and predictable investment environment for companies expanding their operations in the Philippines. They also underscored government efforts to strengthen the country’s digital workforce through industry-academe partnerships that develop skills in AI, cybersecurity, cloud computing, and software engineering.
OpenText employs more than 1,300 professionals at its Makati City office, one of the company’s largest global delivery hubs. Its Philippine operations provide software development, implementation, customer support, managed services, enterprise information management, cybersecurity, and cloud solutions for clients across the Asia-Pacific region and other international markets and serves as the company’s specialized cybersecurity hub.
Unveiled in 2024, the state-of-the-art-facility is dedicated to detecting, monitoring, and responding to cyber threats in real-time across the company’s global cloud networks.
