DTI adds glass products to certification list

The Department of Trade and Industry (DTI) has expanded the Bureau of Philippine Standards’ (BPS) mandatory certification list by adding five glass products, bringing the total number of regulated products to 113.
The move is intended to strengthen consumer protection by making sure glass products sold in the Philippine market comply with safety and quality standards.
Under Memorandum Circular No. 26-01, Series of 2026, the newly regulated products are flat glass, heat-strengthened and fully tempered flat glass, laminated safety glass, laminated glass, and bent glass.
The DTI said technical regulations covering these glass products will take effect in April 2026.
Beginning that month, manufacturers will be required to secure Philippine Standard licenses for covered products.
Enforcement against non-compliant products will start 12 months later, or in April 2027.
The expanded mandatory certification list already includes products from several sectors, including electrical and electronic devices, building and construction materials, and chemical and other consumer goods.
The latest addition comes as the Marcos administration pushes stronger consumer safeguards and tighter quality control over products sold in the country.
The DTI-BPS reminded consumers to look for the Philippine Standard License Mark or the Import Commodity Clearance Sticker on products covered by mandatory certification.
According to the agency, these marks show that the products have passed the required conformity assessment and comply with national standards.
The DTI said the markings also help assure consumers that the products are safe and reliable for use in homes, buildings, and infrastructure.
To date, 14 PS licenses have already been issued to local and foreign manufacturers of glass products.
Under the BPS certification process, products covered by mandatory certification must comply with the applicable Philippine National Standards.
Locally manufactured products must secure a PS License before they can be distributed in the Philippine market.
Imported products, meanwhile, must obtain an Import Commodity Clearance before distribution.
As the country’s national standards body, the DTI-BPS is tasked with developing, promulgating, and implementing standards for all products in the Philippines.
The inclusion of glass products in the mandatory certification regime is expected to tighten oversight over a material widely used in residential, commercial, and infrastructure projects, where product failure can pose serious safety risks.
