BACOLOD CITY – Mayor Greg Gasataya has urged the Department of Public Works and Highways to expedite the drainage rehabilitation at the Bacolod City Public Plaza ahead of the MassKara Festival 2025.
This follows previous incidents where kiosks at the plaza were flooded during the annual celebration.
Gasataya stressed the need for a new, functional drainage system to ensure the site is ready for October’s festivities.
He noted that the current system may no longer be effective, making its replacement a top priority.
“Maybe the existing drainage is not functioning, and we need to construct a new one,” he said.
The plaza is expected to host more events this year, even as the main venue for key MassKara activities has yet to be finalized.
The city aims to revive the historic space while maintaining safety and functionality.
“Our goal is a focused, vibrant celebration from day one,” Gasataya said.
The mayor confirmed that MassKara Festival 2025 will officially open on Oct. 1, with a streamlined schedule designed to deliver a meaningful and festive experience.
Within his first five days in office, Gasataya conducted inspections of flood-prone areas, including the public plaza.
“We’re restoring our historic plaza while solving real problems like drainage,” he said.
“Beautification and basic services must go hand in hand.”
He also confirmed that long-anticipated renovations at the plaza and Bacolod City Government Center will begin in July.
The projects are funded by the Tourism Infrastructure and Enterprise Zone Authority.
Gasataya said even partial completion before the festival would reflect meaningful progress.
Upgrades will include improved lighting and essential infrastructure to make public spaces safer and more inviting.
“This is a promise of progress, showing Bacolod that your government is working hard to create spaces you deserve—cleaner, brighter, safer, and ready for the future,” he said.
The total cost is PHP300 million—PHP80 million for plaza upgrades, including enhancements to the fountain and facilities, and PHP220 million for renovations at the BCGC grounds.
No local funds were used, with the city securing national funding through TIEZA.
Gasataya also inspected the construction of a diversion channel intended to redirect water from a congested creek, part of a broader effort to address flooding in several barangays.
