DPWH says Ungka flyover safe after earthquakes

The Department of Public Works and Highways (DPWH) in Western Visayas reported that the controversial Ungka Flyover in Pavia remains safe following recent seismic activity felt across Iloilo.
DPWH-6 officer in charge Regional Director Jose Al Fruto said technical teams conducted a Rapid Visual Assessment (RVA) of the flyover on Oct. 1 using a bridge inspection vehicle to check for cracks, structural movement, or other signs of damage.
“RVA is a standard procedure after significant seismic activity to determine if public infrastructures remain safe for use,” Fruto said.
The inspection came after a magnitude 6.9 earthquake in Cebu on Sept. 30, which sent tremors across Iloilo City and province, according to the Philippine Institute of Volcanology and Seismology.
Initial assessments from the Oct. 1 inspection showed no visible or critical damage, and the flyover remains open to four-wheeled and light vehicles.
DPWH engineers continue routine monitoring, and the agency said it would recommend temporary closure only if future inspections detect serious safety risks.
DPWH Secretary Vince Dizon instructed building officials and municipal engineers in areas affected by the Cebu earthquake to conduct assessments on structures under their jurisdiction, requiring submission of a detailed report within 15 days.
Meanwhile, a magnitude 7.4 tremor from Davao Oriental on Oct. 10 sent another jolt through Iloilo, though DPWH has yet to confirm if a follow-up Rapid Visual Assessment was carried out.
The Ungka Flyover has been under close monitoring since its partial closure in 2022, shortly after opening to traffic, following reports of vertical displacement and structural irregularities.
These issues sparked public scrutiny and raised concerns over the safety of the flyover, which was built to alleviate traffic congestion at a major intersection in Pavia but has remained controversial due to construction delays, cost overruns, and safety questions.
