BACOLOD CITY — The Department of Labor and Employment Negros Island Region-Negros Occidental Field Office has introduced an online system for Construction Safety and Health Program applications to streamline compliance for construction projects.
The office held an orientation on the CSHP Online Application System on May 8, 2026, at the DOLE-SWDC on Cottage Road in Bacolod City.
The system, accessible at cshp.dole.gov.ph, allows contractors and project proponents to submit CSHP applications electronically.
The platform is the official digital system for CSHP compliance in the Philippines and is designed to support faster processing, improved transparency, secure monitoring and stronger worker protection in the construction industry, according to DOLE.
Representatives from various Offices of the Building Official and city engineers’ offices from cities and municipalities in Negros Occidental attended the orientation.
The activity aimed to inform partner agencies and stakeholders about the updated fully online submission process, which is commonly recognized as part of DOLE clearance requirements for construction projects.
DOLE said the shift to the online platform is part of its continuing effort to streamline government services, improve accessibility and enhance efficiency in processing Construction Safety and Health Programs.
Through the digital system, contractors and project proponents can submit applications electronically, allowing faster coordination, easier monitoring and more convenient verification of compliance requirements.
The program opened with registration and preliminaries, followed by a welcome message from Gretchen I. Pasiolan, officer-in-charge of the DOLE-Negros Occidental Field Office.
Discussions focused on the salient provisions of Administrative Order No. 63, Labor Advisory No. 03 and Section 22 of Department Order No. 252-25 on the implementation of the CSHP online application process.
Labor Advisory No. 03-26 covers the submission of Construction Safety and Health Programs through the DOLE Online Compliance Portal, according to DOLE.
Engr. Milson F. De Los Reyes and Engr. Bladimar M. Pantillo, senior labor and employment officers, discussed updated policies and guidelines on CSHP applications.
They emphasized the transition from manual submission to the new online system.
Project Coordinator Thea Pauline G. Lazarito presented a video tutorial on the verification process with concerned agencies to help participants navigate the platform.
Engr. Viel Robby G. Baladhay of Negros Electric Power Corp. also led a discussion on electrical safety in construction sites.
Baladhay highlighted the importance of complying with occupational safety and health standards in the construction industry.
The orientation served as a venue for coordination between DOLE and local government stakeholders to help ensure a smooth transition to the online CSHP application system.
DOLE said the initiative reinforces its commitment to promoting safer and healthier workplaces while delivering more responsive and efficient public service through digitalization.
