The Department of Finance welcomed the launch of the National Single Window–Integrated Trade Facilitation Platform, calling it a major step in modernizing government services and improving the ease of doing business in the Philippines.
The pilot go-live operation of the NSW-ITFP marks a milestone in the government’s broader digital transformation program.
The platform brings import, export and transit-related processes into a single online system to speed up transactions, reduce paperwork, minimize smuggling and improve coordination among government agencies.
A total of 72 trade-related government agencies and other government agencies are scheduled to be onboarded to the NSW-ITFP through four phased rollouts from 2026 to 2028.
As part of the initial rollout, the Bureau of Internal Revenue and the National Tobacco Administration completed user acceptance testing for the onboarding of the Authority to Release Imported Goods and Import Commodity Clearance.
Both agencies began live operations with selected pilot clients on June 22, 2026.
Finance Secretary Frederick D. Go said the initiative would help strengthen the country’s competitiveness and investment climate.
“The National Single Window will reduce red tape, lower costs, and speed up trade transactions. By digitalizing regulatory processes, we are making it easier to do business in the Philippines and strengthening our competitiveness in the global economy,” Sec. Frederick Go said.
The NSW-ITFP was developed under a build-operate-transfer public-private partnership framework with TradeX Network Inc.
The Department of Information and Communications Technology is implementing the platform, while the DOF serves as the lead policy and oversight body for trade facilitation reforms.
The National Single Window is designed as a single-entry platform where traders can submit information and documents required for import, export and transit regulatory processes. The existing NSW portal says the system is intended to allow single submission and accelerated processing of licenses, permits and other authorizations before trade transactions.
The platform is also linked to the Philippines’ participation in the ASEAN Single Window, a regional initiative that enables electronic exchange of trade-related documents among ASEAN member states to improve trade efficiency and competitiveness.
The Philippines joined live operations of the ASEAN Single Window on Dec. 30, 2019, according to the DOF.
The NSW-ITFP project is part of efforts to replace and upgrade earlier trade facilitation systems, including TradeNet, which had served as the country’s National Single Window platform.
For businesses, the shift to a unified digital trade platform could cut compliance delays and reduce transaction costs, particularly for importers and exporters that routinely deal with multiple agencies for permits, clearances and certifications.
