The Department of Energy has released the list of qualified bidders for the Green Energy Auction Round 4, a major step in expanding the Philippines’ renewable energy capacity.
GEA-4 will cover Solar, Solar with Energy Storage Systems (IRESS), and Onshore Wind technologies, in line with the DOE’s goal of improving grid reliability and boosting the renewable share in the national energy mix.
“The GEA-4 affirms our drive to transition to clean energy by encouraging competitive procurement and integrating additional capacities into the grid,” the DOE said in a statement Monday.
The agency confirmed that the qualification process was guided by transparency, fairness, and full compliance with the GEA-4 guidelines.
All qualified companies passed technical, legal, and financial screening, showing their capability to deliver on clean energy projects that support the country’s long-term energy targets.
As part of the auction process, the DOE will host a virtual pre-bid conference on July 28 at 9 a.m. to brief participants on the bidding procedures.
The conference link will be sent to the email addresses of each bidder’s authorized representative.
“The pre-bid meeting is crucial for bidders to receive clarifications and ensure a level playing field,” the DOE said.
GEA-4 is part of the government’s wider strategy to make renewable energy more accessible and affordable while improving energy security.
The DOE has previously stated that it targets increasing the renewable energy share in the country’s power mix to 35 percent by 2030 and 50 percent by 2040.
In the 2024 round of green energy auctions, a total of 3,580 megawatts of renewable capacity was awarded, covering 137 projects and attracting over PHP 300 billion in potential investments, according to DOE data.
The agency has not yet confirmed the total capacity offered in GEA-4, but analysts expect continued interest amid growing investor confidence and policy support.
GEA-4 also marks the continued application of the Green Energy Auction Program (GEAP), launched in 2021 to streamline RE procurement and reduce reliance on imported fossil fuels.
Industry stakeholders say the auctions provide predictable revenue streams for developers, which in turn reduce financing risks and allow lower tariffs for consumers.
