DOE endorses 17 new power projects, 15 renewable

The Department of Energy endorsed 17 power generation projects to the National Grid Corporation of the Philippines in June 2025, with renewable energy dominating the list.
According to the DOE’s System Impact Study (SIS) summary, the agency approved 14 new applications and three amendments, reflecting the growing momentum in clean energy and battery storage development nationwide.
Of the endorsed projects, 15 are in the renewable sector, including wind, solar, hydro, and geothermal technologies, while two are battery energy storage systems (BESS), one of which is hybridized with a solar plant.
The largest among the approved projects is CI San Jose Corp.’s 1,246-megawatt Roxas Onshore Wind Power Project in Oriental Mindoro, which stands to become one of the country’s most significant wind developments to date.
Also endorsed was the 500 MW Cebu Wind Energy Project by Philippine New Energy Development Inc., reinforcing the shift toward large-scale wind installations in the Visayas region.
Other notable projects include Embrace Nature Power1 Corp.’s 180 MW Agrovoltaic Solar Power Project in General Santos City, which integrates a 96 MW/192 MWh battery storage component to stabilize output and grid support.
RE Resources Inc.’s revised San Manuel Solar Power Plant in Pangasinan also received DOE clearance, updating its capacity to 92.545 megawatts peak (MWP) or 69.9 megawatts alternating current (MWAC).
The DOE said it had issued 78 SIS endorsements for the year as of end-June, consisting of 63 renewable energy projects, 13 energy storage systems, and only two conventional power developments.
“The strong preference for renewable energy in project endorsements signals a maturing energy transition and an increased appetite for clean, sustainable investments,” DOE officials said in a background statement.
SIS endorsements are a prerequisite for any power project seeking to connect to the national transmission system, as they assess the project’s potential impact on grid stability and reliability.
These approvals mark a critical stage in project development, enabling private developers to proceed with grid impact modeling, permitting, and investment planning.
The Philippine government aims to increase the share of renewable energy in the power mix to 50 percent by 2040 under its National Renewable Energy Program, a goal reinforced by ongoing policy support and market incentives.
