DOE Awards 6,600MW in Renewable Energy Under GEA-3

The Department of Energy (DOE) confirmed the formal acceptance of over 6,600 megawatts in renewable energy projects under the third round of the Green Energy Auction (GEA-3), set for rollout between 2025 and 2035.
A total of 6,677.218 megawatts in clean energy capacity was awarded to various developers, spanning pumped-storage hydropower, geothermal, and run-of-river projects across multiple regions.
Pan Pacific Renewable Power Phils. Corp. will develop three major hydro projects in Apayao: the 150 MW Gened 1, 150 MW Gened 2, and the 2,000 MW Maton Pumped-Storage Hydropower Project.
Coheco Badeo Corporation accepted its award for the 500 MW Kibungan Pumped-Storage Hydropower Project in Benguet.
Prime Infra affiliates Olympia Violago Water and Power, Inc. and Ahunan Power, Inc. secured the 600 MW Wawa Pumped-Storage 1 Project in Rizal and the 1,400 MW Pakil Pumped-Storage Project in Laguna.
San Roque Hydropower, Inc., linked to San Miguel Group, accepted awards for three projects: the 800 MW San Roque Lower East and 800 MW San Roque West in Benguet, and the 250 MW Aklan Pumped-Storage Project in Malay, Aklan.
Energy Development Corporation (EDC) and its subsidiary Bac-Man Geothermal Inc. were awarded geothermal contracts, including the 5.645 MW Bago Binary Geothermal Power Plant in Negros Occidental and the 21.573 MW Tanawon Geothermal Power Plant in Sorsogon.
The DOE said the awarded projects play a vital role in achieving the country’s renewable energy target of 35 percent by 2030 and 50 percent by 2040.
Meanwhile, preparations for the fifth round of the Green Energy Auction (GEA-5) are underway, with a stakeholder dialogue scheduled for June 30, 2025.
The GEA-5 marks the first auction dedicated exclusively to fixed-bottom offshore wind (OSW) and aims to refine the auction’s Terms of Reference (TOR) and Notice of Auction (NOA) through industry feedback.
“This dialogue is critical in ensuring that all stakeholders have a collective understanding of the draft NOA and TOR and are able to contribute to its refinement,” said DOE Undersecretary Rowena Cristina L. Guevara.
She emphasized the importance of early coordination to resolve cross-cutting concerns, including grid integration, port infrastructure, and permitting processes.
The dialogue will involve representatives from the Energy Regulatory Commission, National Grid Corporation of the Philippines, Philippine Ports Authority, and several national agencies, along with developers and partner institutions.
Participants are encouraged to bring proposals that could enhance the OSW auction framework and overcome deployment challenges.
