The Department of Environment and Natural Resources (DENR) Region VI recently concluded a three-day training workshop titled “Proficient Investigation Report Writing and Communication for Land Management Professionals,” designed to strengthen the reporting and communication skills of its land management personnel.
Held from Aug. 20 to 22, 2025, at Sam’s 21 Hotel, the workshop was organized by the DENR VI Administrative Division–Human Resource Development Section (HRDS).
DENR Region VI Regional Executive Director Raul L. Lorilla underscored the vital role of land management professionals in resolving land disputes and producing accurate documentation.
“Your role is crucial in the department—it is vital,” Lorilla said.
“The knowledge you gain here will give you power to provide an accurate, clear, and unbiased report.”
“Your output here will not only help the department in legal cases but also help the general public better understand your job as land management professionals,” he added.
Investigation reports are critical in defining land boundaries, resolving conflicts, and ensuring that land surveys comply with legal standards and technical guidelines.
These reports also serve as legal documentation, outlining the evidence gathered and the conclusions reached to ensure transparency and expedite survey approval processes.
Joining RED Lorilla were Assistant Regional Director for Management Services June Melissa C. Garol and Surveys and Mapping Division Chief Meliton B. Solas, who provided an overview of the workshop.
Resource speakers included Ildefonso T. Tuliva, retired Development Management Officer III, who discussed the key elements of effective written communication.
Atty. Cherryl Rose V. Librero presented office written communication standards on form and style.
Atty. Elizur G. Militar explained effective investigation procedures under DENR Administrative Order 2020-16, which provides guidelines for managing lands formed by accretion next to water bodies.
CENR Officer Armin D. Halili shared enhancements in procedures for field investigations and report preparation.
Engineer Maria Gidelyn H. Aronio tackled common errors in investigation reports for survey approval and shared updates on issuances related to the Investigation Verification Approval System (IVAS) and the status of survey return submissions.
Engineer Estelle C. Penida presented on navigating the Land Administration and Management System (LAMS).
Participants included Land Management Officers, Deputy Public Land Inspectors, Special Investigators, Geodetic Engineers, and Land Management Inspectors from the regional office and various Provincial and Community Environment and Natural Resources Offices across Western Visayas.
DENR Region VI emphasized that enhancing the capabilities of its land management professionals will not only improve internal efficiency but also strengthen its ability to deliver fair and effective public service in land-related matters.
