JORDAN, Guimaras — The Department of Environment and Natural Resources in Western Visayas rolled out its DENR Express Permitting on Wheels in Guimaras on April 14–15, 2026, bringing environmental and natural resource-related services directly to clients at the Provincial Capitol.
The two-day activity was designed to cut red tape and make government services more accessible to businesses and residents in the province.
By the end of the second day, DENR said 159 clients had been served, including business owners and residents seeking guidance on land, forestry, mining and environmental permits.
The initiative supports Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, which requires government agencies to simplify procedures, reduce red tape and speed up public transactions.
The mobile permitting activity also reduced the need for Guimaras residents to travel to regional offices for assistance.
Clients also attended short lectures on available services and the steps for accessing them.
The activity offered services from DENR, the Environmental Management Bureau and the Mines and Geosciences Bureau.
These services included Environmental Compliance Certificates and Certificates of Non-Coverage, Self-Monitoring Report and Compliance Monitoring Report assistance, discharge permits, permits to operate, hazardous waste generator ID applications and Pollution Control Officer accreditation.
The program also covered tenurial instruments, land titling and survey concerns, transport permits for forest products, wildlife transport permits, foreshore lease appraisal or reappraisal, and geohazard investigation reports.
Other concerns accommodated by the regional team included solid waste management, community-based forest management agreements and hazard maps.
“This DENR Express Permitting on Wheels is a good avenue to bring our services closer to the people. We want to help our stakeholders become environmentally compliant and this is one way we make things easy for them,” said DENR 6 Regional Executive Director Raul L. Lorilla.
The Guimaras rollout was part of a broader DENR effort to bring permitting services closer to local communities and project proponents.
The program reflects the government’s wider push to improve frontline service delivery through decentralized, one-stop-shop transactions.
