The Philippine Statistics Authority (PSA) Guimaras Provincial Statistical Office launched another community outreach initiative—Civil Registration and Vital Statistics (CRVS) Hinun-anon—bringing civil registration services directly to barangays this September.
“The program began on Sept. 24, 2025, in Barangay Guiwanon, Nueva Valencia, Guimaras,” said Provincial Statistics Officer Nelida B. Losare.
CRVS Hinun-anon served as a platform to raise awareness on the importance of civil registration as the foundation of legal identity and access to basic services.
On Sept. 24, Mary Jane G. Piosca, the municipal civil registrar of Nueva Valencia, served as the resource speaker and discussed civil registration as a compulsory, permanent, and continuous recording of vital events that establish a person’s legal identity.
She explained the legal framework and guiding principles—universality, accuracy, confidentiality, accessibility, and permanence—and emphasized its role in safeguarding rights and generating demographic data.
Piosca also addressed challenges such as delayed or non-registration, entry errors, and limited awareness of proper procedures, urging families to promptly register births, marriages, and deaths with the support of barangay officials and civil registry offices.
During the event, PSA Guimaras and the municipal civil registrar facilitated live birth registration and distributed registered birth certificates to BARP beneficiaries.
On Sept. 25, 2025, CRVS Hinun-anon continued in Barangay McLain, Buenavista, in partnership with the Municipal Civil Registry Office (MCRO) of Buenavista.
Buenavista’s municipal civil registrar, Elma Zaldivar, served as the speaker and emphasized the legal foundation of civil registration under Act No. 3753, its mandatory nature, and its value as a lifelong legal record.
She presented second-quarter 2025 data—111 registered births, 33 marriages, and 62 deaths—highlighting the importance of timely registration and accurate tracking of vital events.
Zaldivar also introduced MCRO services such as issuance of birth, marriage, and death certificates; correction of clerical errors under RA 9048 and RA 10172; legitimation and recognition of children; late and out-of-town registration; and petitions for supplemental reports.
She explained that these documents are essential for accessing services like education, employment, passport applications, and property claims.
Common issues like delayed registration and inconsistencies were also discussed, with residents encouraged to take proactive responsibility and support awareness campaigns.
To complement the CRVS discussion, PSA Guimaras integrated National ID services into the outreach.
On Sept. 24, 13 individuals were newly registered for the National ID in Barangay Guiwanon, while 29 availed of services such as paper-based ID issuance, authentication, status inquiries, photo replacement, and data correction.
On Sept. 25 in Barangay McLain, 54 individuals completed National ID registration and 22 received additional services, reflecting growing demand for identity documentation alongside civil registration.
The inclusion of National ID services demonstrated how it complements civil registration by offering residents a secure, verifiable form of identification.
With the National ID increasingly linked to government services and the eGovPH app, residents were assured of easier access to social protection, financial tools, and official transactions.
By delivering services directly to barangays, PSA Guimaras made it easier for residents to secure their legal identity with less time, cost, and effort.
“For September 2025, PSA Guimaras lined up four CRVS Hinun-anon activities, including the kickoff in Nueva Valencia on Sept. 24 and McLain, Buenavista on Sept. 25,” Losare said.
“This initiative will continue in other barangays on Sept. 30 and throughout October and the coming months,” she added.
“Through this program, PSA Guimaras reaffirms its commitment not only to deliver accurate statistics and reliable civil registration services but also to give back to the community by bringing vital services directly to the people,” Losare said.
