Crime volume in Iloilo spikes by almost 40%

TOTAL crime volume in Iloilo province spiked in January to July 2019 against the same period in 2018, based on data from the PNP’s Enhanced E-Blotter or the Crime Incident Reporting and Analysis System (CIRAS).

Statistics generated by CIRAS showed a 39.62% increase in the Total Crime Volume (TCV) from 2,759 cases in January to July 2018 against 3,852 incidents in the same period this year.

With this upward trend, the Average Monthly Crime Rate (AMCR) is also increased by 38.62% from 19.49% in 2018 to 27% this year.

According to a statement from the Iloilo Police Provincial Office (IPPO), traffic incidents are the major factor to the higher TCV.

Only 1,001 cases were recorded from January to July 2018 but the number almost doubled to 1,926, or a 92.41% spike.

“This happened because some traffic incidents were previously not encoded to the CIRAS but during validation, it was found out that some of which have crime elements. In order to generate a more accurate and reliable information, all traffic incidents are already encoded in 2019,” the IPPO statement said.

The IPPO also implemented OPLAN: Hilway “DALAN” as an intervention to the rising traffic incidents in province.

 

CRIME SOLUTION

The Crime Clearance Efficiency (CCE) measures how many cases out of the TCV were actually filed in court and the suspects were identified but still at-large.

From January to July in 2018, the IPPO posted an 84.95% CCE but it dropped by 11% to 75.6% during the same period of 2019.

The Crime Solution Efficiency (CSE) measures how many crime incidents out of the TCV were solved, of which appropriate cases were filed in court and the suspects were arrested.

The IPPO noted a 9.22% decline in the CSE from 76.33% in January to July 2018 to 69.29% in the same period this year.

The number of police initiated operations against loose firearms (RA 10591), illegal fishing (RA 10654), illegal drugs (RA 9165), and illegal gambling (9287) increased by 13.43% from 268 in 2018 to 304 this year.
