The Commission on Human Rights (CHR) on Thursday, Sept. 18, 2025, expressed its deep concern over the humanitarian impact of Israel’s airstrike in Doha, Qatar, more than a week ago, which had led to casualties and injuries.
In a statement, the CHR echoed the “global call for justice, accountability, and the urgent need to uphold human dignity for lasting peace across all conflict areas.”
“This blatant act of violence, which claimed lives and left many others injured, constitutes a clear disregard for the principles of international humanitarian law and the fundamental right to life.”
“As an independent national human rights institution guided by the principles of the United Nations Charter and the rules of war set forth in the Geneva Conventions, CHR stresses that civilians must never bear the brunt of conflicts.”
“International humanitarian law guarantees protection to noncombatants from indiscriminate bombings and related acts of violence. In these times, it is necessary that all parties fully adhere to international human rights and humanitarian obligations and to pursue genuine dialogue toward peace,” it added.
The commission said that the attack “hindered progress toward peace and stability” amid calls for peace in the Middle East.
“The fact that a deliberate attack was carried out in the midst of diplomatic efforts to achieve durable and lasting solutions in the wider region further aggravates the already catastrophic effects of the hostilities and poses serious obstacles to advancing justice and accountability,” it said.
The CHR also emphasized the welfare of Filipino migrants and overseas Filipino workers in Qatar.
“We are equally concerned about the welfare of Filipino migrants and overseas Filipino workers residing in the area. Likewise, we recognize the actions being done by the Philippine Embassy in Doha to determine the situation and ensure the safety of the Filipino community,” it stated.
The Israeli Defense Forces struck an area in the Leqtafiya (West Bay Lagoon) district of Doha on Sept. 9, intending to target the Palestinian militant organization Hamas.
Israeli media organization The Times of Israel reported that the attack failed to eliminate or injure Hamas leadership and reported at least four injured, while regional media outlet Al Jazeera reported six casualties, including one Qatari security officer.
