ROXAS CITY, Capiz — Capiz second district Rep. Jane Castro has called for the termination of the contract with Iloilo City-based construction firm AD Pendon Construction Company over delays in two major infrastructure projects in the towns of Mambusao and Sigma.
In a letter dated Jan. 13, 2026, to District Engineer Gerardo Parra Jr. of the Department of Public Works and Highways Capiz 2nd District Engineering Office, Castro said she was prompted by what she described as significant and unacceptable delays in the completion of the projects.
The projects include the road concreting in Barangay Bato-bato, Mambusao, and the widening of the Ibian Bridge in Barangay Mianay, Sigma.
“Despite the timelines agreed upon, the current state of work has reached a standstill, causing undue hardship and posing safety risk to our commuters and the general public. These projects are vital arteries to our local economy and the daily movement of our constituents; their continued delay is deeply detrimental to the welfare of the community,” the letter stated.
Castro urged Parra to initiate the process of contract rescission or termination for cause, as provided under the Revised Implementing Rules and Regulations of Republic Act 9184, or the Government Procurement Reform Act.
“I request that the District Engineering Office immediately facilitate the procurement of new, capable contractors to take over and complete these works. I trust that this will be handled with utmost urgency and under the circumstances and procedures strictly allowable under the law to ensure there is no further stagnation of these essential works,” Castro added.
AD Pendon Construction Company is among Iloilo-based construction firms that have expanded their presence in flood control and infrastructure projects in Iloilo City and the province of Iloilo in recent years.
Reports show that A.D. Pendon Construction & Supply Inc., which is primarily based in Barangay Sto. Niño Sur, Arevalo, Iloilo City, has secured 18 projects since 2022 amounting to a total of PHP 1.094 billion.
AD Pendon Construction Company has yet to issue a statement on Castro’s letter.
Castro is the wife of incumbent Capiz Gov. Fredenil “Oto” Castro.
