PILAR, Capiz — Nineteen persons with disabilities in this remote Capiz town received a PHP 500,000 livelihood project from the Department of Labor and Employment Regional Office 6 through its Capiz Field Office on May 22, 2026.
The assistance, given under the DOLE Integrated Livelihood Program, or DILP, funded a commodity store project designed to help beneficiaries earn income and become more self-reliant.
DOLE said the project reflects its commitment to responsive and compassionate public service by helping vulnerable sectors improve their economic conditions.
The DILP, also known as the Kabuhayan Program, provides livelihood grants to individuals and groups for starting, expanding, upgrading, or restoring livelihood projects, according to government program information.
Atty. Ma. Ailyne P. Valaquio-Pueblo, head of the DOLE RO 6 Capiz Field Office, led the turnover of livelihood inputs to the beneficiaries.
DOLE said the assistance is expected to help the PWD beneficiaries improve their quality of life, support their families, and gain confidence through meaningful economic engagement.
The initiative also highlights the collaboration between DOLE and the local government of Pilar in promoting inclusive growth and empowering marginalized sectors through sustainable livelihood opportunities.
The municipal government, led by Mayor Arnold A. Perez, supported the project by providing a designated area where beneficiaries can establish and operate the store to help sustain the livelihood undertaking.
“The Department is true to its mandate in delivering responsive and compassionate public service and programs that directly address the needs of the vulnerable and marginalized sectors. The implementation of these programs speak of our advocacy for social justice- DOLE delivers to those who have less and are considered the underserved sector of the society,” said Regional Director Atty. Sixto T. Rodriguez Jr.
DOLE said the project is aligned with the Bagong Pilipinas vision of President Ferdinand R. Marcos Jr. and reaffirms the government’s commitment to ensuring that no Filipino is left behind in nation-building and progress.
The presence of various government agencies during the turnover ceremony reflected what DOLE described as a holistic approach to bringing public services to rural areas and far-flung communities.
Among those present were Perez, officials of the Municipality of Pilar, PLtCol Lumyaen D. Lidawan, force commander of the Capiz 1st Mobile Force Company of the Capiz Police Provincial Office, Public Employment Service Office Manager Cris Anthony Alba, Pilar Persons with Disability Affairs Office head Jobert Lago, and the project beneficiaries.
