ROXAS CITY, Capiz—Police arrested the No. 2 most wanted person at the provincial level after serving a warrant of arrest Wednesday noon, Jan. 6, in Barangay Poblacion Ilawod, Panitan town.
The suspect was identified as alias “Toto” Jr., 37, a resident of Barangay Timpas, Panitan, Capiz.
Police said the suspect is facing three counts of qualified rape under warrants issued by Regional Trial Court Judge Joan Marie B. Bargas-Betita of Branch 14 in Roxas City on Dec. 9, 2025.
The suspect is currently under the custody of the Panitan Municipal Police Station, as the cases are nonbailable.
Meanwhile, police arrested a woman who attempted to secure a police clearance at the Panay Municipal Police Station on Wednesday afternoon, Jan. 6, after authorities discovered she had a pending warrant of arrest.
The suspect was identified as Kay Rose, 36, a resident of Barangay Poblacion Ilaya, Panay, Capiz.
Police said Rose has a pending estafa case, which was flagged during a routine records check at the station.
The warrant of arrest was issued by Judge Norberto J. Quisumbing, executive judge of the Regional Trial Court Branch 21 in Imus, Cavite, on Dec. 8, 2010.
She will be turned over to the court of origin for proper disposition, with bail set at PHP 40,000 for her temporary liberty.
