ROXAS CITY, Capiz — The Capiz Provincial Board has approved a resolution urging the provincial government, in coordination with the Land Transportation Office (LTO), Philippine National Police (PNP), and other concerned agencies, to acquire and deploy alcohol breath analyzers for stricter enforcement of Republic Act 10586, or the Anti-Drunk and Drugged Driving Act, across the province.
The resolution, adopted during the board’s 15th regular session, was authored by Board Member Cesar Yap Jr., MD.
It was prompted by alarming local data showing 687 road accidents and 17 deaths linked to intoxicated driving in the first five months of 2025.
“Providing breath analyzers to enforcement units will strengthen our capacity to detect and deter drunk driving and ultimately save lives,” Yap said.
He added that responsible drinking practices, such as designating a sober driver, allow citizens to enjoy nightlife while keeping roads safe.
The Provincial Board also urged the provincial government and partner agencies to prioritize funding, procurement, training, and quick deployment of breath analyzers, alongside public information campaigns and the strict implementation of RA 10586.
