ROXAS CITY, Capiz — The Liga ng mga Barangay in Capiz is set to hold its provincial congress in Baguio City in April.
Ex-officio Provincial Board Member Nico Yap said in a media interview that the provincial congress had been scheduled before the declaration of a national energy emergency.
President Ferdinand Marcos Jr. declared a state of national energy emergency on March 24, 2026, citing risks to the country’s fuel supply amid tensions in the Middle East.
Yap said it will be the third time the Liga has held its congress in the first quarter of the year.
He said the scheduled activities had already been approved by the Department of the Interior and Local Government through its Authority to Conduct Provincial Congress dated Feb. 18, 2026.
The Department of the Interior and Local Government also issued Memorandum Circular No. 2026-020 on March 12, 2026, on the conduct of the Liga ng mga Barangay sa Pilipinas National Congress 2026.
Yap said participants had already made early bookings worth PHP 29,000 each, charged to the training and seminar funds of their respective municipalities and barangays.
He said the amount covers bus fare, food, seminar costs, hotel accommodations, kits and uniforms.
Yap said the organizers are willing to refund the payments, but added that the bookings were not the only reason they decided to proceed with the seminar.
He asked for the public’s understanding and said participants would share and implement whatever ideas they gain from the congress in their areas of responsibility.
