More than 2,000 regular employees of the Iloilo provincial government will receive a PHP 30,000 Collective Negotiation Agreement (CNA) incentive after the Sangguniang Panlalawigan approved Supplemental Budget No. 3 during its regular session on Dec. 9.
The PHP 64.58 million supplemental budget will be sourced from PHP 46.65 million under the General Fund and PHP 17.93 million from the Local Economic Enterprise, with the CNA incentive drawn from savings under the province’s Maintenance and Other Operating Expenses (MOOE).
Vice Gov. Nathalie Ann Debuque, who presided over the session, said the board acted promptly on the request of Gov. Arthur Defensor Jr. to ensure the benefits reach workers within the month.
She said the approval reflects the province’s broader effort to uphold responsive fiscal management while honoring the contributions of Capitol personnel.
The latest supplemental budget follows the board’s approval of Supplemental Budget No. 2 just a week earlier, which totaled PHP 101.49 million.
That measure included PHP 29.7 million for the Performance-Based Bonus (PBB) of regular employees and PHP 8.2 million for those under economic enterprises.
While regular workers are now assured of their CNA and PBB releases after Dec. 15, the provincial government is still awaiting national guidelines on gratuity pay for job order and contract-of-service personnel.
Association of Iloilo Provincial Government Employees (AIPGE) President Ma. Airis Penetrante said employees welcome the maximum incentive, stressing that it reflects the administration’s recognition of their daily work.
She added that the year-end timing provides meaningful support for families preparing for the holidays.
“This is an incentive for all government employees for their hard work and dedication as public servants,” Penetrante said.
Officials from the Provincial Budget Office, Provincial Accounting Office, and the AIPGE attended the deliberations.
