Cage-free eggs get government backing in PHL

The Bureau of Animal Industry (BAI) has formally expressed support for cage-free and free-range egg production systems, calling them viable alternatives to conventional cage-based farming that advance both animal welfare and agricultural productivity.

In a memorandum addressed to the Animal Kingdom Foundation (AKF), the bureau affirmed its commitment to advancing animal welfare and promoting sustainable livestock and poultry practices in the Philippines.

The BAI said cage-free and free-range systems align with growing consumer demand for ethically sourced and environmentally sustainable food products.

“Transitioning toward cage-free systems is not only a humane choice but a strategic step toward aligning the Philippine agricultural sector with global sustainability goals,” BAI Officer-in-Charge Dr. Anthony Bucad said.

The agency cited the contribution of cage-free and free-range systems to the United Nations Sustainable Development Goals, particularly SDG 12 on Responsible Consumption and Production and SDG 15 on Life on Land.

The bureau also highlighted its longstanding partnership with AKF in establishing certification standards and conducting capacity-building initiatives aimed at elevating the quality of life of farm animals.

The BAI encouraged local egg producers to explore cage-free and free-range production models to strengthen industry standards and enhance the sustainability of the country’s poultry sector, adding that it remains committed to supporting stakeholders through the transition toward higher-welfare farming practices.

Animal welfare advocates, including AKF, welcomed the statement as a signal that productivity and animal welfare can coexist within modern agricultural systems.

Atty. Heidi Caguioa, AKF president and program director, said the foundation and the BAI have engaged on shared goals related to awareness-building and the promotion of practical, science-based approaches to improving conditions for laying hens.

“The statement marks one of the strongest public endorsements to date by a government agricultural agency of cage-free and free-range egg production systems, reflecting increasing attention to farm animal welfare within the Philippine livestock and poultry industry,” Caguioa said.
