ROXAS CITY, Capiz— “Don’t put the blame on me but on the contractor who implemented the project”.
This was the statement of Capiz Provincial Engineering Office (PEO) head Edgar Agana on the comment of Mayor Leodegario ‘’Jun’’ Labao Jr. of Mambusao, Capiz regarding the delayed road rehabilitation project at Barangay Ilaya, Pontevedra town.
Agana said the mayor should not blame the PEO because it was the obligation of the contractor to finish the project as stated in the contract.
As provincial engineer, his obligation and responsibilities is to implement the project properly like recommending to the chief executive the termination of the contractor’s contract should there be negligence or irregularities in the construction of the project.
Agana said Labao might not be aware that his (Agana) boss is Governor Esteban Evan Contreras II.
The contractor of the road project was given an ultimatum last February 15, 2021 to appear at the PEO to discuss the delay in the project, but the contractor failed to do so.
