BIR rolls out digital system for delinquent taxes

The Bureau of Internal Revenue has rolled out the Enhanced Accounts Receivable Management System, or eARMS, nationwide to improve the tracking and management of delinquent tax accounts and strengthen revenue collection.
The digital platform is intended to give the BIR more accurate and reliable records of outstanding tax liabilities, allowing tax officials to act faster on unpaid accounts while making it easier for taxpayers to verify and settle what they owe.
For taxpayers, the system could reduce administrative delays in resolving outstanding liabilities and improve the processing of transactions that depend on accurate account records, including tax clearance applications.
The nationwide rollout took effect Sept. 21, 2026, pursuant to a BIR memorandum dated Sept. 14, 2026.
eARMS replaces the bureau’s previous Accounts Receivable Management System, or ARMS.
The upgrade forms part of the BIR’s DARES reform agenda, particularly its priorities on Digital and Data Transformation and Revenue Collection and Base Protection.
“Accurate and reliable records are essential to effective revenue collection. Through eARMS, we can better monitor outstanding tax liabilities, take timely collection action, and help taxpayers verify and settle their obligations with less administrative difficulty. We want our digital reforms to deliver measurable improvements in our operations and in the services we provide to taxpayers,” Commissioner Charlito Martin R. Mendoza said.
The new web-based system provides centralized tracking and management of Accounts Receivable and Delinquent Accounts, or AR/DA.
It also covers records connected to the seizure, sale and forfeiture of properties arising from collection cases.
The BIR said the platform is designed to improve data integrity, system reliability and account monitoring across its offices.
For taxpayers with outstanding obligations, more reliable records are expected to make verification and settlement of liabilities more efficient.
The improved records are also expected to support the processing of tax clearance applications, which can be affected when outstanding obligations or account information require verification.
