Bacolod-Silay Airport expansion eyed to boost Negros economy

BACOLOD CITY — The planned expansion of Bacolod-Silay Airport in Silay City, Negros Occidental, is expected to attract investments, boost tourism and drive economic growth in the province, according to 3rd District Rep. Javier Miguel Benitez.
In a recent media interview, Benitez identified the airport expansion as one of his top legislative priorities, emphasizing its potential to accommodate international flights.
“Once the Silay Airport is expanded and can accommodate international flights, it could become an economic driver. That is why it is one of my priorities in my district,” Benitez said.
The lawmaker said improved airport infrastructure could strengthen Negros Occidental’s connectivity with domestic and international markets, creating opportunities for tourism, trade and investment.
Benitez also expressed optimism about funding initiatives and government support for the project.
He cited the efforts of his father, Bacolod Rep. and House Deputy Speaker Alfredo “Albee” Benitez, House Speaker Faustino “Bojie” Dy III and the Department of Public Works and Highways (DPWH) in advancing the airport’s development.
“We are very happy that funding has been initiated. More funding is expected in 2027, and preparations are already underway,” he said.
Earlier this month, Dy announced a proposed PHP 480 million budget for the improvement and expansion of Bacolod-Silay Airport during his visit to Negros Occidental for the LegisHear program.
The funding proposal reportedly received support from a majority of lawmakers.
Last week, Silay Mayor Joedith Gallego met with representatives of the Civil Aviation Authority of the Philippines (CAAP) to discuss the planned expansion and improvement of the airport’s passenger terminal building.
The proposed improvements are expected to enhance passenger convenience, accommodate growing travel demand and prepare the airport for increased air traffic.
Benitez said he was particularly looking forward to improvements in the passenger terminal and the development of customs and immigration facilities to support possible international operations.
Such facilities would be necessary to process international passengers and meet the operational requirements of overseas flights.
The lawmaker emphasized that improved airport infrastructure and international connectivity could attract more tourists and encourage businesses to establish or expand operations in Negros Occidental.
He said the development could also strengthen the province’s position as a destination for investments and tourism outside Metro Manila.
“I can’t wait to see the airport expansion begin,” Benitez said.
The latest PHP 480 million funding proposal comes on top of a PHP 400 million allocation announced last year by former Bacolod Mayor Benitez for the airport’s renovation and expansion.
The proposed investments reflect continuing efforts to improve the airport’s capacity and services as passenger demand and economic activity in Negros Occidental grow.
Located in Barangay Bagtic, Silay City, Bacolod-Silay Airport was inaugurated on July 13, 2007.
The airport formally opened on Jan. 18, 2008, as a facility built to international standards.
It serves as a major air transportation gateway to Bacolod City and Negros Occidental, connecting the province to key destinations in the Philippines.
While the airport was designed to meet international standards, regular international passenger operations would require additional facilities, regulatory approvals and airline commitments.
The planned expansion aims to address these requirements while improving the airport’s capacity to support the province’s long-term economic development.
