Ampoyos killing suspect faces multiple criminal cases

ROXAS CITY, Capiz — The suspect accused of fatally shooting Police Capt. Rian Ampoyos faces several criminal cases in Capiz province and Roxas City, according to police records.

William Paulino Deocampo, 38, of Barangay Jolongajog, Pontevedra, Capiz, was previously detained at the Roxas City Police Station and the Capiz Rehabilitation Center in connection with robbery and shooting cases.

One of the cases stemmed from the 2022 holdup of two employees of a Maribert Corp. gasoline station in Barangay Lawaan, Roxas City.

A Philippine National Police incident record showed that Deocampo also had cases involving murder, reckless imprudence, grave threats and a violation of Republic Act No. 10591, or the Comprehensive Firearms and Ammunition Regulation Act.

Police records showed that Deocampo was arrested in Barangay Poblacion, President Roxas, on March 13, 2017, for allegedly making a grave threat and possessing an unlicensed 9 mm pistol.

Deocampo was also linked to a robbery-holdup in Barangay Yatingan, Pontevedra, on Dec. 2, 2022.

He was also linked to a robbery in Barangay Codingle, Dumarao, on Nov. 8, 2025.

Ampoyos served as chief of the Dao Municipal Police Station from Oct. 10, 2024, to Jan. 30, 2026.

He was later assigned as platoon leader of the 3rd Platoon of the 1st Capiz Provincial Mobile Force Company.

The Police Regional Office 6 has recommended the administrative relief of Police Capt. Mark Anthony Garcia, officer in charge of the Pontevedra Municipal Police Station.

Police said Garcia failed to conduct Oplan Bakal, an operation against the illegal possession of firearms, before the shooting.

Ampoyos was shot while trying to pacify a commotion at a KTV restaurant and bar in Pontevedra late Sunday, July 19.

He suffered a gunshot wound to the left side of his chest.

Ampoyos, a resident of Barangay Swa in President Roxas, was taken to Bailan District Hospital in Pontevedra but was declared dead on arrival.

The Capiz Police Provincial Office has identified two other suspects accused of participating in Ampoyos’ killing.

Police Lt. Col. David Cachumbo Jr., provincial director of the Capiz police, said in a media interview Tuesday, July 21, that investigators identified the two suspects after an intensive investigation.

A manhunt for the two suspects was ongoing, Cachumbo said.

Deocampo remained hospitalized in Roxas City and was in stable condition after receiving medical treatment.

Police said murder complaints against Deocampo and the two newly identified suspects were expected to be filed Tuesday afternoon, July 21, with the Capiz Provincial Prosecutor’s Office.

Authorities did not immediately disclose the identities of the two other suspects.

Reports indicated that the wives of Deocampo and Ampoyos, who are cousins, had a strained relationship.

Police have not established whether the reported family dispute was connected to the killing.
