Nearly four years after construction was halted, the Aganan Flyover in Pavia is set to resume completion works, with Department of Public Works and Highways (DPWH) Secretary Vince Dizon announcing that repairs may begin by March or April this year.
“The Aganan Flyover, we will likely start the repairs, the completion I think by March or April,” Dizon said during a press conference on Feb. 16.
In January, Dizon said the DPWH aims to complete the remaining works on the long-delayed flyover by December 2026.
The agency has allocated PHP 229 million for the project’s completion and will seek a second opinion from a foreign consultant before proceeding with final construction, emphasizing that structural safety will take precedence over deadlines.
Daily Guardian sought clarification from DPWH-6 Regional Director Denise Maria Ayag on whether consultations with the foreign firm have been finalized, but he has not responded as of press time.
A Pasig City-based consultancy firm previously recommended jet grouting to address foundation instability caused by flawed soil depth assessments, which led to the suspension of construction in 2022.
The Aganan Flyover project, which began in 2019, was halted after structural concerns were raised regarding its foundation.
Meanwhile, at the nearby Buhang Flyover in Jaro, Iloilo City, Dizon said cracks and falling debris had been present since 2024 but were formally brought to the attention of DPWH officials only in January.
“You can see that the underside was already giving way, and now it is being repaired. That kind of damage had been there since 2024. Unfortunately, it was not fixed at the time. Now, the repairs are ongoing on the Buhang Flyover,” he said.
Dizon said he personally witnessed the structural deterioration underneath the flyover during an inspection in January.
He then ordered the immediate repair of the structure by project contractor F. Gurrea Construction Inc.
The Buhang Flyover has been temporarily closed for repairs from Feb. 1 to March 25, 2026.
Dizon said the rehabilitation works are expected to be completed before Holy Week.
