A harvest season up in smoke
The cane in Iloilo is eight, maybe nine months old. Harvest is just weeks away. The fields are dying, and the government is holding a 60-day stopwatch.
We didn’t wake up to a sudden, unpredictable invasion. The red-striped soft scale insect (RSSI) first registered on the national radar in 2022. Local farmers spotted the sap-sucking pest here in Western Visayas when their crops were barely five to six months old. Yet here we are, staring at the precipice of harvest season, watching the Department of Agriculture and the Sugar Regulatory Administration scramble to put out a fire that has already gutted the house.
Their primary weapon is Metarhizium — a fungus that infects and kills the pest. It sounds fantastic on paper. The reality in the dirt is a logistical embarrassment. Multiplying this biocontrol agent takes two months, and the province’s current lab capacity can only supply enough to cover 500 hectares at a time.
Iloilo alone is sitting on 9,908.57 hectares of affected sugarcane. You don’t fight a 10,000-hectare inferno with a 500-hectare bucket. Why was scaling biological laboratory capacity treated as a belated suggestion rather than a day-one biosecurity protocol?
We obsess over the spreadsheets. We tally the 9,432 farmers taking the hit across 27 towns. But the real collateral damage doesn’t own the land. In Passi City — where the Sangguniang Panlungsod just declared a state of calamity — 4,929 seasonal agricultural workers are watching their wages evaporate. When RSSI cuts sugar recovery rates by nearly 50 percent, sucrose levels plunge. Mill runs shrink, and field yields collapse. The guy swinging the cane knife has absolutely zero safety net.
This localized collapse is about to become everyone’s problem. The Panay-Negros corridor is the undisputed backbone of the Philippine sugar supply. When you knock out a massive chunk of Western Visayas, domestic supply chokes. We are looking directly at reignited retail price volatility, spiking industrial beverage costs, and the inevitable, desperate push to import sugar right as national milling operations begin.
Throwing PHP 35,000,000 at drone spraying right now is a bandage on a bullet wound. Chemical spraying this late in the crop cycle is largely useless. The only way out is to modernize before the next planting cycle begins. Local governments need to bypass the bureaucratic wait and tap their Quick Response Funds under RA 10121 today. We need decentralized municipal satellite bio-labs, partnering directly with local state universities to cultivate Trichogramma and Metarhiziumon site. We need strict seed-cane quarantine corridors locking down Panay.
Our early-warning systems slept through the alarm. Now, thousands of field hands will spend the harvest staring at stunted, worthless cane, trying to figure out how to survive the season while Manila debates the retail price of a soda.
