CADIZ CITY – Mayor Salvador Escalante Jr. described the reclassification of Cadiz City as a first-class component city as a “big leap” for its residents.
The Department of Finance (DOF) officially elevated the city’s status under Department Order No. 074-2024.
Escalante attributed this achievement to the collective efforts of Cadizeños, calling it both a “prestige” and a tribute to the community’s hard work in fostering a business-friendly environment.
To qualify as a first-class component city, a local government unit must generate an annual consolidated income of at least PHP 1.3 billion from both national tax allocation (NTA) and local revenues.
Cadiz exceeded the requirement, reporting over PHP 1.4 billion in annual income this year, which included more than PHP 116 million from local taxes.
The city treasurer’s office surpassed its revenue target by over 48%, signaling a thriving business environment.
Escalante described the local economy as “healthy and vibrant,” crediting the city’s technology-driven and people-centered policies.
He highlighted the city’s streamlined processes, including its “11-minute policy” for issuing and renewing business permits, which has been widely praised by investors.
“There’s no substitute for being friendly to investors,” Escalante said, emphasizing the importance of maintaining good relationships with businesses in “The Land of Splendid Opportunities.”
Cadiz is home to Helios Solar Philippines, a 132.5-megawatt solar farm—the largest in Southeast Asia.
The city’s NTA is expected to rise by nearly PHP 400 million next year, bolstering its economic outlook.
Despite the increase in resources, Escalante pledged prudent spending, saying the city will focus on effective and efficient public services for the benefit of Cadizeños.
“We will always ensure that we spend on the right things for the right causes,” he said.
Cadiz’s elevation from a second-class to a first-class component city reflects its ongoing progress and commitment to development.
