The test was conducted by the San Carlos City Anti-Drug Abuse Council (SCCADAC) and facilitated by the City Health Office (CHO).
The participants led by Lieutenant Colonel Arthur Baybayan, city police chief, gathered at the covered court of Barangay 3 and submitted their urine samples to the CHO staff for the test.
