‘Youth offender’ with COVID flees, re-arrested again

ROXAS CITY, Capiz – An 18-year-old “youth offender” with COVID-19 who was arrested Thursday afternoon again fled from the city’s Crisis Center only to be rearrested minutes later.

Santos Manikan was collared Friday by the local authorities at the terminal of L300 van on Barangay Banica, Roxas City because he was easily identified by some individuals.

He was immediately returned to the crisis center.

Manikan first escaped on Sunday from the quarantine facility at Hortus Botanicus in Brgy. Milibili here until he was arrested Thursday afternoon.

Manikan, a resident of Brgy. 5 here, was cornered by the Roxas City PNP COVID-19 Enforcers at San Roque Street here at around 4 pm Thursday.

He sneaked out of the facility after testing positive for the coronavirus disease (COVID-19).
