PHRMO head moved to Office of the Governor

BACOLOD City – Atty. Annabelle Palic, Provincial Human Resource Management Office (PHRMO) was transferred to the Office of the Governor due to a dis-allowance issued by the Department of Budget and Management.

Replacing Palic is General Services Officer Lucille Chavez-Pines who was designated as officer in charge of the PHRMO.

The reshuffling was contained in a memorandum issued on June 24, 2019 by outgoing Governor Alfredo Maranon Jr.

Marañon said the reassignment of Palic is “in faithful compliance with the ruling and recommendation of the Department of Budget and Management (DBM) relative to the disapproval or dis-allowance of positions created under the 2018 Annual Budget.”

On his part, Jose Percival Salado, provincial budget officer, said governor’s order is in compliance with the “dis-allowance of the creation of the position of human resource officer and the organic division under the Office of the Governor.”

Salado said that last Monday, the governor met with the employees that will be affected by the reshuffling, including Palic.

“They (PHRMO personnel) were asked if they are in favor of being assigned to the Office of the Provincial Agriculturist while they will look for vacant positions in other departments and they agreed,” he said.

Salado said that Palic, as a department head, has no department where she can be transferred.

“She will have to return as assistant department head and re-assigned to the Office of the Governor to implement the plan because it’s her post that is affected,” he pointed out.
