PHINMA UI appoints former DOE secretary as college dean

PHINMA University of Iloilo (PHINMA UI) welcomes the appointment of former Department of Energy (DOE) Secretary, Dr. Francisco Lopez Viray, as Dean of the College of Engineering last January 2020.

As college dean, Dr. Viray is responsible for strengthening PHINMA UI’s Engineering line-up and implementing the institution’s mission of making lives better through education.

“His expertise and track record are tremendous assets to our university and our students,” said Mr. Eduardo Arevalo, PHINMA UI’s Chief Executive Officer.

With more than 40 years of experience under his belt, Dr. Viray specializes in the fields of Corporate Management, Government Administration, Academic Administration, Reliability, Availability and Maintainability Engineering, Power System Engineering, and, Energy Planning and Management.

According to Dr. Viray, “The Civil Engineering program of Phinma UI shall produce graduates and engineers whose technical competency and communication skills will make them competitive for jobs in the region, country and the global arena.”

He added, “The PEN brand of education enables its graduates to provide engineering solutions for the good of society and develops their character to become future leaders in their chosen fields of career.”

Dr. Viray earned his Bachelor’s degree in Electrical Engineering at the University of the Philippines in 1970 and his Master’s degree from the same school in 1973.

In 1982, he completed his Doctor of Philosophy degree in Engineering at West Virginia University in West Virginia, United States of America.

Currently, he is the President of the Shin Clark Power Holdings, a member of the Board of Directors of the San Roque Power Corporation, Chairman of the Board of PHINMA Solar Corporation, and a member of the board of trustees of PHINMA University of Pangasinan, both Main and Urdaneta campuses.
