PhilSys Guimaras releases 13,940 printed ePhilIDs 

The Philippine Identification System (PhilSys) of Philippine Statistics Authority (PSA)-Guimaras Provincial Statistical Office is now releasing digital copies of PhilID.

The Philippine Identification System (PhilSys) of the Philippine Statistics Authority (PSA)-Guimaras Provincial Statistical Office has released 13,940 printable or digital-version of Philippine Identification (ePhilIDs) since its Step 3 Implementation started on October 3, 2022.

Out of the 13,940 ePhilIDs as of October, 7,804 were released in the municipality of Buenavista; 4,694 in Sibunag; 970 in Nueva Valencia; 259 in Jordan; and 213 in San Lorenzo.

“We implemented two modes in the PhilSys Step 3 implementation. In mode 1, the issuance is done by appointment system, the registered person is the one who will claim his/her ePhilID in the Registration Center (RC), while in mode 2, it is where printing and delivery happened,” said Provincial Statistical Officer Nelida B. Losare.

“The PDF Format of printable ePhilIDs (password protected) was downloaded by the Central Office to the Provincial Offices for printing and verification/validation in the Fixed Registration Center (RC), then the step3 team is authorized to deliver the ePhilIDs in the scheduled barangay,” Losare added.  

A total of 2,416 IDs were issued under mode 1, while 11,524 were under mode 2.

“Mode 2 started in October 22 of the current year in which Guimaras was the first among the other pilot provinces provided with an estimated 25,000 printed ePhilIDs by the PSA Central Office for distribution in the two (2) pilot municipalities- Buenavista and Sibunag,” Losare said.

“Guimaras was identified as the first pilot province for the step 3 implementation by the PSA”, Losare added. 

PhilSys Step 3 was in compliance with the directive of President Ferdinand Marcos Jr to issue 50 million Philippine Identification (PhilID) by the end of 2022, wherein 30 million of these are PVC type, and 20 million are paper type, also called as printed ePhilID.

“The ePhilID is the printable version of the PhilID to complement the ongoing printing of Physical PhilID,” Losare said.

Losare also explained that the printed ePhilID is a proactive strategy of the PSA to allow registered individuals to immediately utilize the benefits of PhilID, like quicker and smooth transactions in accessing the economic and societal safety services requiring proof of identity, subject to authentication.

“The ePhilID is designed to have the same functionality and validity as the physical card, and it is free of charge. Every registered person will still receive their physical card even if they have already claimed their printed ePhilID,” she added.

To avail of the printable ePhilID, the applicants shall check the availability of their printable ePhilID using their transaction number in the transaction slip issued after completing step 2 registration.

“The applicant can set an appointment using this link appt.philsys.gov.ph for printing to the nearest PhilSys RC or via walk-in,” Losare said.

PhilSys Guimaras hired additional 2 teams for the Step 3 operation.  Two were hired as Registration Center Supervisors (RCS), five as Registration Kit Operators (RKO), two as Alternate Screeners (AS), and two as Screener (S).

The newly hired team underwent 2-day of 2nd Level Provincial Training on September 25-26, 2022 together with the Step 2 registration team, which aims to properly implement the guidelines and process, especially the printing, issuance, and distribution.

“The PhilSys Guimaras are doing their best to properly implement the printing, issuance, and distribution modes of the ePhilIDs in the province to reach the thirty-four thousand (34,000) targets by the end of the year. Meanwhile, the mobile registration team is still in its operation, and looking forward to the continued assistance and support of the Municipal and Barangay Officials in Guimaras to fully saturate unregistered Guimarasnons by the end of 2022,” Losare said.
